PLEASE NOTE: This is the Mutual Aid Agreement (MAA) aimed at facilitating rapid emergency response among CoWARN member utilities. Signing the MAA is NOT mandatory for basic CoWARN registration. However, members are encouraged to sign and submit the agreement as soon as possible.
Having a signed MAA already on file prior to an emergency can greatly facilitate planning and prioritization by agencies responding to your requests for help in times of need!
The MAA has been carefully crafted by legal experts working with utilities to promote the concept of "utilities helping utilities" in times of emergency. Your support is appreciated. The CoWARN Steering Committee will review all suggestions for future improvements and may revise the MAA as needed.
 

 
SUGGESTIONS
Suggestions for changes to the MAA will be listed here for the consideration of CoWARN members.  To submit a suggestion or comment, click the icon below:

  

Suggestion #1:  CoWARN should follow the precedence of some other mutual aid agreements by stating in the MAA that the first 12 hours of time are donated.

Comment:  For very small events, it may not be worthwhile to submit invoices for time during the first 12 hours.  This would further reduce red tape.

Comment:  Some systems may abuse this and try to use CoWARN for non-emergencies.  Over time, such systems are likely to find aid is not forthcoming, even if there is a true emergency.

Comment:  It may be unnecessary to make a modification to the MAA.  Systems wishing to donate time may state this upfront as part of their communications to the Requestor.  (Article IV, Part C)
