CoWARN members met on December 20, 2007, to establish CoWARN regions.  The  proposed CoWARN regions included state primacy regions, state district engineer regions, all-hazards regions, and river basin regions.  Members agreed unanimously to adopt the All-Hazards Regions used by state emergency management personnel.

The CoWARN regions are based on the nine All-Hazards regions used by state and local emergency managers.  CoWARN members felt that this was important in establishing connections with these emergency managers, who play an important part in any emergency situation.  The nine regions and corresponding members are listed below:
